Groups- You can always reach out to the concerned person in an existing group as the messages are not filtered in Whatsapp group chats.
New Group- You can ask a mutual friend to create a new group where you and the concerned person are added. The mutual friend can now leave the group chat giving you the privacy required which you can use to convey your message.
